Albert Romo


Mr. Romo is the founder and President of Romo Incentives Group. His expertise regularly benefits business leaders in many industries including agriculture, food service, finance, healthcare, manufacturing, publishing, retail and transportation. Under his leadership, ROMO identifies tens of millions of dollars in tax savings for client businesses each year.

Mr. Romo is a graduate of California State University, Sacramento where he earned a B.S. in Accounting. He has provided tax and accounting services with the California Franchise Tax Board and the accounting firms of KPMG, LLP and Price Waterhouse LLP.

Caroline Wolf

Director, Research & Development Tax Credits

As ROMO’s Director of Research & Development Tax Credit Services, Ms. Wolf conducts R&D tax credit studies throughout California and nationally, to identify and maximize companies’ federal and state tax benefits and incentives. Ms. Wolf has extensive experience working with companies of all sizes and with all types of entities to ensure that lucrative tax benefits are not overlooked.
Ms. Wolf has specialized knowledge within multiple industries, including manufacturing, biotech, semiconductor, architecture, engineering, software development, agriculture, injection molding, pharmaceuticals, aerospace, food and beverage processing and alternative/renewable energy.

Prior to joining ROMO, Ms. Wolf worked for 7 years as a R&D specialist for KPMG LLP’s Accounting Methods and Credits Services practice in Los Angeles, where she consulted with a number of public companies and served as a key taxpayer representative during IRS and state tax authority examinations.

Ms. Wolf graduated magna cum laude from Tufts University and has a technical background in architecture, engineering, environmental science, and agronomy. Prior to her accounting and tax career, she worked within each of these industries.


Matthew Berry

Director, Work Opportunity Tax Credits

Mr. Berry is the firm’s resident expert on the Work Opportunity Tax Credit. He has served clients across industries and is actively involved with the WOTC Coalition to stay current on all matters related to the credit. Mr. Berry has also made numerous Enterprise Zone and HIRE Act credit claims.

Mr. Berry has extensive experience as an investment analyst and his expertise has uncovered many opportunities for his clients. He graduated from the University of California, Berkeley with distinction.


Brian Negri, CPA

Senior Manager, Research & Development Tax Credits

Mr. Negri has over 20 years of tax and accounting experience and is a licensed CPA in California. His expertise is on federal and state tax credits and incentives including the Research & Development Tax Credit, California Enterprise Zone Tax Credit, Work Opportunity Tax Credit, and Federal Empowerment Zone Employment credit.

Mr. Negri is a graduate of University of California, Santa Barbara, where he earned a B.S. in Business Economics with a concentration in Accounting. Prior to joining ROMO, he managed federal and state tax credit projects at KPMG LLP within the State and Local Tax (SALT) group. He also provided tax and accounting services at PricewaterhouseCoopers LLP, where he spent most of his time in the Tax Projects Delivery Group (TPDG) focusing on large R&D Tax Credit projects for Fortune 500 companies.

Mr. Negri’s R&D experience has spanned a wide variety of industries, including manufacturing, oil and gas refining, gas and electric, renewable energy, software development, and food and beverage. Prior to his career with Big 4 accounting firms, he spent several years as a Revenue Agent for the Internal Revenue Service auditing high net worth individuals and companies within the entertainment industry.

Ryan Emami

Senior Manager, Research & Development Tax Credits

As part of the Research and Development Tax Credits team, Mr. Emami helps businesses to identify and maximize their tax incentives and improve their cash flow.  He has experience in a wide range of industries, including manufacturing, automotive, food and beverage, agriculture, software development, civil engineering, architecture, pharmaceuticals and aerospace.  Prior to joining ROMO, Mr. Emami worked for four years with one of the nation’s largest regional CPA firms based in Richmond, VA, serving clients throughout the South-East region of the United States.  Before his tax consulting career, he worked for many years as a civil engineer, leading complex infrastructure and environmental projects for government and private sector clients.

Mr. Emami earned an M.B.A from Emory University, and an M.S. in Building Construction and a B.S. in Civil Engineering from Georgia Institute of Technology.


Fabio Simonelli, CPA

Manager, Research & Development Tax Credits

Mr. Simonelli is a California and New York State CPA with a B.S in Accounting and M.S. in Taxation from Fordham University. He has extensive experience working with multiple federal and state tax credits and incentives with a primary focus on R&D Tax Credits. Mr. Simonelli has worked throughout the country with clients of all sizes in the aerospace, manufacturing, architecture, engineering, software development, financial services, pharmaceuticals, as well as the food and beverage industries.

Prior to joining ROMO, Fabio worked at both Ernst & Young and Deloitte LLP, in addition to several mid-sized tax service providers.


Eric Herrera

Senior Tax Consultant

Mr. Herrera joined ROMO in 2008 and has been an integral component of the firm’s employment tax credit services team. He has served clients in many industries claiming Enterprise Zone and Work Opportunity Tax Credits. He has also assisted with FTB audits. Mr. Herrera worked previously at one of the nation’s largest banks and graduated from the University of California, Davis. He is very active in the Sacramento Hispanic Chamber of Commerce and is a native Spanish speaker.
